The goal of the TxMSP Professional Development Network (TxMSP Network) program is to improve the academic achievement of K- 12 students in the areas of science and math by:
- Providing sustained professional development and mentoring to math and science educators
- Increasing teachers’ content knowledge in STEM subjects
- Recruiting and certifying math and science teachers to address teacher shortages in these critical areas.
Teachers participating in a collaborative complete 85-105 hours annually of professional development aligned with the Texas Essential Knowledge and Skills (TEKS).
TxMSP Network grants have been awarded to the Texas Regional Collaboratives (TRC) at the University of Texas, most recently through a competitive process in July 2010.
During the 2010-2011 school year, the TRC supported:
- 38 science collaboratives
- 27 math collaboratives
- 2 mid-career recruiting projects
- 48 IHE partners
- 10,717 classroom teachers
- 457,716 students
MSP-funded projects are required to report annually to U.S. Department of Education through the state agency, using the online Federal Annual Performance Report (APR). The APR collects data on increases in teacher content knowledge, student performance on state assessments, and program evaluation designs. Grantee reports semi-annually to TEA.

Elementary and Secondary Education Act (ESEA), Title II, Part B, Math & Science Partnership (MSP)
This statute requires states to award competitive grants to eligible partnerships between an engineering, mathematics or science department of an institution of Higher Education (IHE) and one or more high-need Local Education Agencies (LEAs). High need LEA is defined as an LEA where 40% or more of the students are eligible for free/reduced lunch.
