Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the February 12, 2021 meeting of the State Board for Educator Certification will be held by video conference call, as authorized under Texas Government Code section 551.125.

Members of the public will have access to this meeting by watching the livestream on the Admin Monitor website: http://www.adminmonitor.com/tx/tea/. Members of the public will have a means to participate in this meeting, by video conference call, by signing up for public comment.     The Board shall allocate up to thirty (30) minutes at the beginning of each regularly scheduled meeting of the full Board for public comment on non-agenda and consent agenda items. In accordance with SBEC Board Operating Policies and Procedures, late registration for providing oral or written comment will be accepted up to 30 minutes prior to the beginning of the Board meeting.

DISCUSSION AND ACTION

  1. Consider and Take Appropriate Action on Adoption of Proposed Amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter A, General Provisions, §230.1, Definitions

    This item provides the State Board for Educator Certification (SBEC) an opportunity to adopt, subject to State Board of Education (SBOE) review, a proposed amendment to 19 Texas Administrative Code (TAC) Chapter 230, Professional Educator Preparation and Certification, Subchapter A, General Provisions, §230.1, Definitions. The proposed amendment would update the definition of a pilot exam in §230.1(17) to indicate that the edTPA performance assessment pilot will be subject to review by the SBEC prior to September 1, 2022, rather than the original date of September 1, 2021 No changes are recommended since published as proposed, but additional changes may be recommended at the time of the meeting based on public comment.
     
  2. Consider and Take Appropriate Action on Proposed Review of 19 TAC Chapter 231, Requirements for Public School Personnel Assignments

    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the review of 19 Texas Administrative Code (TAC) Chapter 231, Requirements for Public School Personnel Assignments. The rules being reviewed provide requirements relating to the criteria for school districts to make personnel assignments based on the correlating certification requirements.
     
  3. Consider and Take Appropriate Action on Proposed Review of 19 TAC Chapter 245, Certification of Educators from Other Countries

    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the review of 19 Texas Administrative Code (TAC) Chapter 245, Certification of Educators from Other Countries. The rules being reviewed provide requirements relating to the certification of Texas educators from other countries.
     
  4. Consider and Take Appropriate Action on Request to Approve 2019–2020 Accountability System for Educator Preparation (ASEP) Accreditation Statuses

    This item provides the State Board for Educator Certification (SBEC) the opportunity to approve the proposed 2019–2020 Accountability System for Educator Preparation (ASEP) accreditation statuses for educator preparation programs (EPPs).
     
  5. Consider and Take Appropriate Action on Request to Approve 2019–2020 Educator Preparation Program (EPP) Commendations

    This item provides the State Board for Educator Certification (SBEC) the opportunity to approve the proposed 2019–2020 commendations for educator preparation programs (EPPs).
     
  6. Appointment of Committee Chair and Members to the SBEC EPP Commendations Committee

    This item provides the State Board for Educator Certification (SBEC) Chair an opportunity to appoint a committee chair and members to the SBEC Educator Preparation Program (EPP) Commendations Committee. The Board committee recommends high-performing EPPs to the full Board for commendations.
     
  7. Consider and Take Appropriate Action on Approval of Educator Preparation Advisory Committee (EPAC) Members

    This item provides the State Board for Educator Certification (SBEC) the opportunity to approve the membership of the Educator Preparation Advisory Committee (EPAC).
     
  8. Revisions to the Board Operating Policies and Procedures (BOPP)

    This item provides the State Board for Educator Certification (SBEC) an opportunity to discuss and make changes to the Board Operating Policies and Procedures (BOPP).
