The Division of Program Monitoring and Interventions develops and implements integrated program review processes for No Child Left Behind (NCLB) programs statewide that promote program effectiveness, improved student performance, and compliance with statutory requirements for students served.
Intervention Activities
TEA monitoring and intervention activities focus on a data-driven and performance-based system that takes place in a continuous improvement model. Activities reflect an emphasis on data integrity, data analysis, and improved student performance and program effectiveness. The system for TEA monitoring is referenced as the Performance-Based Monitoring (PBM) system.
The PBM system reflects the use of graduated interventions based on Local Education Agency (LEA) performance as evidenced by the Performance-Based Monitoring Analysis System (PBMAS) indicators and, for the NCLB program, performance on a set of Initial Compliance Review (ICR) indicators conducted by the Division of NCLB Program Coordination. For each individual NCLB program area, results on program-area PBMAS and ICR indicators and patterns across indicators were examined to determine required levels of intervention, including levels of compliance and/or performance review. The Core Analysis Team is responsible for conducting intervention activities (required participants are listed in the Core Analysis Team Participant Template (PDF, 169 KB)). LEAs are required to collect and analyze data to identify areas for improvement and noncompliance (as applicable). Intervention Guidance and Resources are available to assist LEAs in conducting the required activities for the NCLB intervention.
Initial Compliance Analysis
The purpose of the initial compliance analysis (ICA) is to provide an ongoing self-analysis process to focus on improving implementation and coordination of NCLB programs by facilitating continuous feedback and the use of information to support data accuracy, program improvement, and student performance.
Focused Data Analysis
The purpose of the focused data analysis (FDA) is to work with stakeholders to gather, disaggregate, and review certain PBMAS indicators to determine possible causal factors for areas of performance concern.
Public Program Performance Review (LEA Public Meeting)
The purpose of the LEA public meeting is to gather public input on the effective operation and performance of the LEA NCLB programs through one or more community focus groups that address a set of pre-determined questions.
Continuous Improvement Plan (CIP)
The purpose of the Continuous Improvement Plan (CIP) is to address results and findings from all required interventions and provide the LEA with a working document to implement LEA activities designed to improve student academic performance.
Corrective Action Plan (CAP)
An LEA is required to develop a Corrective Action Plan (CAP) to address noncompliance issues identified during any intervention activity. (Note: Noncompliance found in the ICR is addressed in the Initial Compliance Analysis.)
NCLB On-Site Review
A targeted on-site investigation by the TEA will be conducted to address concerns related to documented substantial, imminent, or ongoing risks as reflected in current and/or longitudinal local education agency (LEA) data. The authority to conduct on-site investigations is found in Texas Education Code (TEC) §39.056, On-Site Investigations, TEC §39.057, Special Accreditation Investigations, 19 Texas Administrative Code (TAC) §97. 1071, Special Program Performance: Intervention Stages, 19 TAC §97.1072, Residential Facility Monitoring: Determinations, Investigations, and Sanctions, and, if applicable, conditions of the charter school contract and federal statutes and guidelines. The activities in this level of intervention may or may not be combined with other monitoring activities. An LEA may be required to develop a Continuous Improvement Plan (CIP) and/or Corrective Action Plan (CAP) in response to both the visit and any other required data review activities, and the TEA Division of Program Monitoring and Interventions will review the CIP and/or CAP. Findings from all data collection and analysis activities must be included in the Continuous Improvement Plan (CIP) and/or Corrective Action Plan (CAP) as applicable.
