Target Setting

States are required to establish rigorous and measurable targets for the indicators in the State Performance Plan (SPP). The Texas Steering Committee advises the State on targets for Indicators 2, 3A, 4A, 5A-C, 6A-B, 7A-C, 8, 14A-C, 18, and 19.. Targets for Indicators 1, 3B and 3C are reflective of No Child Left Behind (NCLB) requirements. Compliance targets set by the USDE Office of Special Education, reflective of IDEA 2004 statute, are 0% for Indicators 4B, 9 and 10 and 100% for Indicators 11, 12, 13, 15, 16, 17, and 20.
