Overview
State law requires each Local Education Agency (LEA) to provide staff development to teachers, based on scientific research, on the instruction of students with disabilities. Training must be provided to a teacher who works outside of special education if the teacher does not possess the knowledge and skills necessary to implement the individualized education program (IEP) developed for a student with disabilities.
An LEA determines the time and place for the training, and must maintain appropriate training documentation. In developing or maintaining the training, an LEA is required to consult with individuals who have expertise in research-based practices for students with disabilities, including individuals from colleges, universities, nonprofit organizations, regional education service centers, and/or qualified district personnel.
In addition, federal law requires LEAs to ensure that all personnel necessary to carry out Part B of the Act are appropriately and adequately prepared.
