School Technology and Readiness Chart

The Texas School Technology and Readiness (STaR) Chart gauges progress in meeting the recommendations in the Long-Range Plan for Technology (LRPT), 2006-2020. The state developed the Texas Campus and Teacher STaR Charts. There is an online STaR Chart for campuses and one for teachers and librarians to complete. Principals have access to a summary of the data provided by teachers and librarians. All campuses in a district must complete the Campus STaR Chart before a district can submit a technology plan in the state’s online ePlan system.

The STaR Chart was developed around the following four key areas of the Long-Range Plan for Technology:

  • Teaching and Learning
  • Educator Preparation and Development
  • Leadership, Administration, and Instructional Support
  • Infrastructure for Technology

The STaR Chart indicators for a campus as well as for a teacher and librarian fall in one of the following four levels of progress in each key area of the LRPT:

  • Early Tech
  • Developing Tech
  • Advanced Tech
  • Target Tech

The goal for all Texas teachers and campuses is to reach the Target Tech level of the STaR Chart.

Schools use the Texas STaR Charts to plan for and document progress in providing digital learning environments for students and educators. The data gained from the STaR Charts helps schools make decisions at the state and local levels, identify educational technology trends, and determine future directions for technology use in schools.

The Texas Campus and Teacher STaR Charts help teachers, campuses, and districts document their progress toward improving student learning through the use of technology. Specifically, the STaR Charts assist in the following federal, state, and local efforts:

  • The recommendations in the Long-Range Plan for Technology (LRPT), 2006-2020
  • District performance objectives for the integration of technology in instructional and administrative programs as specified in Texas Education Code (TEC) Sec. 11.252 (a)(3)(D)
  • Requirements for technology literacy and integration in No Child Left Behind, Title II, Part D
  • Documentation for the E-Rate telecommunication services

TEA uses the statewide STaR Chart data in the biennial reports on the Long-Range Plan for Technology (LRPT) to share with the governor and Legislature as required by TEC §39.334.

Use the Texas Teacher STaR Chart to accomplish the following:

  • Create a current educational technology profile for Teaching and Learning and Educator Preparation and Development
  • Identify areas to improve the use of technology to ensure the best possible teaching and learning for students
  • Help teachers and librarians determine ongoing professional development needs based on a current educational technology profile
  • Document progress in meeting the goals of the LRPT
  • Share knowledge of online learning, technology resources, instructional support, and planning at the campus

Use the Texas Campus STaR Chart to accomplish the following:

  • Report technology data to school boards, community groups, and technology planning committees
  • Help campuses determine professional development needs based on a current educational technology profile
  • Determine planning and funding priorities based on teacher and librarian and campus needs
  • Provide data that can support the needs for and use of grants and funding or other resources
  • Help conceptualize the campus or district vision of technology
  • Help campuses document the use of state and federal resources and funding for technology
