EMAT Close and Reopen Dates


TEA will close the EMAT system to make the changes from the 2012-2013 school year to the 2013-2014 school year on June 7, 2013 at 1:00pm.

The opening date for EMAT for school year 2013-2014 is scheduled for June 12, 2013. Materials ordered after this date will be included on your 2013-2014 inventory. Instructional Materials Allotment funding will be determined at the conclusion of the legislative session. We will send correspondence as soon as funding is finalized.

TEKS Certification for the 2013-2014 Instructional Materials Allotment

Districts and open-enrollment charter schools are required to certify annually to the State Board of Education and the Commissioner that for each subject in the required curriculum students have access to the instructional materials that cover all of the Texas Essential Knowledge and Skills (TEKS).

The certification form for the 2013-2014 school year is available through the Educational Materials (EMAT) system. The EMAT system will open for the 2013-2014 school year on June 12, 2013. The certification form must be received before we can process any requisitions or disbursement requests from districts and open-enrollment charter schools for the 2013-2014 school year.

For EMAT access, the superintendent of each district or open-enrollment charter school verifies the roles of personnel for the EMAT system. The EMAT system allows for two different roles – ‘ordering’ access and ‘view only’ access. The superintendent of each district or open-enrollment charter school will be able to assign these roles through their TEASE account.

The Instructional Materials Allotment and TEKS Certification form must be presented before the local board of trustees or governing body. The superintendent, local board president, and the board secretary are required to sign the form before it can be accepted by the Texas Education Agency. The certification form can be mailed, faxed, or emailed to the Agency.

Supplemental Science Materials


The current subscriptions for all adopted supplemental science products are scheduled to expire at the end of the 2012–2013 school year. To ensure these products remain available for schools until new science materials become available, a one-year contract extension has been offered to each publisher of adopted supplemental science materials.

To have access to adopted supplemental science materials for the 2013–2014 school year, each district and charter school may submit a requisition for a one-year subscription through EMAT. For the upcoming school year, the price of each product will be adjusted to reflect a one-year subscription. New one-year pricing will be available when EMAT re-opens June 12, 2013.

Supplemental science materials are available for grades 5–8, biology, chemistry, Integrated Physics and Chemistry, and physics. New science products for all courses in grades K–12 are scheduled for adoption in November 2013 and implementation in the 2014–2015 school year.

Instructions for Shipping Surplus Braille and Large Type Textbooks to the STRC


The Special Textbook Redistribution Center (STRC) will accept surplus Braille and Large Type instructional materials from November 2, 2012 through March 29, 2013.

Frequently Asked Questions Updated

Salary Disbursement Request Instructions

 

With the passage of SB 6, school districts and charter schools can use their Instructional Materials Allotment (IMA) funds to pay:

(A) for training educational personnel directly involved in student learning in the appropriate use of instructional materials and for providing access to technological equipment for instructional use; and
(B) the salary and other expenses of an employee who provides technical support for the use of technological equipment directly involved in student learning.

Allotment disbursement requests for salaries will be approved; however, the disbursement requests should be completed in three (3) increments per school year. Districts will be responsible for submitting the separate disbursement requests, indicating the pay period on each submission. The requests should be submitted in EMAT at the end of November, the end of February and at the end of the contract date for the 2012 – 2013 school year.

Each request should cover the dates as indicated below:
November – September, October, November
February – December, January, February
End of contract for the 2012-2013 school year – March – August (as applicable)

**Disbursement request(s) for salaries will always be reimbursement(s) to the district’s payroll for this person.
