"A substantive amendment is any change to the terms of an open-enrollment charter that relates to the following subjects: grade levels, maximum enrollment, geographic boundaries, approved sites, school name, charter holder name, charter holder governance, articles of incorporation, corporate bylaws, management company, admission policy, or the educational program of the school." (§100.1033(c) Substantive Amendment, 19 TAC Chapter 100)

February 1, 2013 was the deadline for all expansion amendment requests for the 2013-2014 school year.
"An expansion amendment is a substantive amendment that permits a charter school to extend the grade levels it serves, add the site of an instructional facility, change its geographic boundaries, or increase its maximum allowable enrollment." New School Amendments (New School Designation)
The application deadline for New School Amendment was Friday, January 11, 2013.
“A new school amendment is an expansion amendment that permits a charter holder to establish an additional charter school under an existing open-enrollment charter pursuant to federal non-regulatory guidance in the Elementary and Secondary Education Act (ESEA), Section 5202(d)(1), as amended. Charter holders of charter schools that receive new school designations from the commissioner will be eligible to participate in the charter school program competitive grant process when federal funding for the Texas charter school program is available.” (§100.1033(c)(6) New School Amendment, 19 TAC Chapter 100)

Campus Number Request Form
Charter schools must submit an amendment request to the Division of Charter School Administration to add a new campus, to merge campuses, or to separate campuses prior to requesting a campus number. The Campus Number Request Form (PDF, 413 KB) should be submitted to the attention of Valerie Anderson via mail, fax, or email as follows:
Timing of Campus Number Changes: School districts and charters must request campus number changes of existing campuses for the current school year by October 1 to ensure time for processing before the Public Education Information Management System (PEIMS) fall snapshot date in late October. Campus number changes for the current school year must be made by the PEIMS fall snapshot date. Changes for a subsequent school year will not be processed before November 1. This policy does not apply to new active campuses opening mid-year or to campuses under construction.

Non-expansion amendments are substantive amendments that change the terms of an open-enrollment charter that relate to the following subjects: school name, charter holder name, charter holder governance, articles of incorporation, corporate bylaws, management company, admission policy, or the educational program of the school. A non-expansion amendment may also relate to grade levels, maximum enrollment, geographic boundaries, approved sites as long as the amendment does NOT involve expansion. For instance, if a charter holder board voted to return a site, a non-expansion amendment would be needed.
