School Governance - External Providers of Continuing Education for School Board Members
A private or professional organization, school district, government agency, college/university, or private consultant is required to register with TEA to provide school board members continuing education required under Sections 61.1 (b)(1)(D), (b)(2), and (b)(3) of the Texas Administrative Code (TAC). [ TAC §61.1(f) ]
How to Register as an External Provider with TEA
Individuals or organizations who wish to register with TEA as a provider of school board member training may do so through this Office. The TEA requires interested individuals or organizations to complete an application for registration to be reviewed, approved, and maintained by TEA. An approved applicant will be issued a unique TEA provider number to use for continuing education certificates and records.
- The registration process requires documentation of the provider's training and/or expertise in the activities and areas covered in the framework for governance leadership.
- A provider of continuing education must renew the registration and receive a new TEA provider number every three (3) years.

A registered provider remains active in this Directory for three (3) calendar years from the date TEA issues the provider number. This directory is continually updated to display active providers. If an organization is registered, members of the organization may use the organization’s number to provide continuing education to board members.

Continuing Education Requirements for School Board Members
The continuing education required under the TEC §11.159, applies to each member of an independent school district board of trustees. The continuing education requirement consists of orientation sessions, an annual team building session with the local board and the superintendent, and specified hours of continuing education based on identified needs. The superintendent's participation in team building sessions as part of the continuing education for board members shall represent one component of the superintendent's ongoing professional development.

The continuing education program provided by an ESC is open to any interested person, including a current or prospective board member.

The framework for Governance Leadership is available from the website for the current board members and the superintendent to review. The framework for TEA [Governance Leadership] is used in structuring continuing education for school board members.
Charter School Governance
Charter Schools are governed under the governing structure described by the charter. Please refer to the Governing Board Requirements under Chapter 12 of the TEC.
With respect to the operation of an open-enrollment charter school, any requirement in Chapter 12.103 that applies to the board of trustees of a school district also applies to the governing body of an open-enrollment charter school.
