Subchapter D - Open-Enrollment Charter Guidelines, Application and Related Resources
The application period for Generation 18 has ended. Charter applications that were received by the February 28, 2013 submission deadline are currently under review. Charters awarded by the State Board of Education (SBOE) for Generation 18 will have an expected start date of fall 2014.
At this time, applications for Generation 19 are NOT being accepted.
Individuals interested in applying for a charter during the Generation 19 Request for Application (RFA) cycle are encouraged to sign up to receive the Charter School Application Request (CSAR) ListServ announcement that will be used to notify interested parties once the SBOE makes a decision on the release date for the next cycle.
For an applicant to be approved by the State Board of Education to operate a Subchapter D open-enrollment charter, the applicant must qualify as an "eligible entity" as defined in Texas Education Code, §12.101. The types of entities eligible to hold a Texas open-enrollment charter are as follows:
- Institutions of higher education;
- Private or independent institutions of higher education;
- Organizations that are exempt from taxation under Section 501(c)(3) of the Internal Revenue Code; and
- Governmental entities.

While the information below pertains to the Generation 18 cycle, it remains as a helpful resource when preparing for the next RFA.
Please note: An application must accurately describe an education program that is unique to the applicant. An application that plagiarizes or copies any other application will be presumed to not meet this standard.
