10/1/2013 -- On Tuesday, October 1, 2013 the Texas Education Agency will open the Expenditure Reporting (ER) system to allow ARRA Section 1512 quarterly reporting data submitted for the quarter ending September 30, 2013, for the following grant program:
  • ARRA Title I, School Improvement Grant (SIG) (Texas Title I Priority Schools) as applicable if the grantee’s Notice of Grant Award identifies ARRA SIG funding

The quarterly reporting period will close Saturday, October 5, 2013 at 5 p.m.

8/8/2013 -- On Thursday, August 8, 2013 the Texas Education Agency will open the Expenditure Reporting (ER) system to allow corrections to ARRA Section 1512 quarterly reporting data submitted for the quarter ending June 30, 2013, for the following grant programs: 
  • ARRA Title I, School Improvement Grant (SIG) (Texas Title I Priority Schools) as applicable if the grantee’s Notice of Grant Award identifies ARRA SIG funding

The continuous corrections period will close Wednesday, September 4, 2013 at 5 p.m.  No action is necessary unless your LEA has identified data that needs to be corrected. Revisions may only be made to data submitted for the period ending  June 30, 2013, for the program listed above.

2/4/2013 -- On Monday, Feb. 4, the Texas Education Agency opened the Expenditure Reporting (ER) system to allow corrections to ARRA Section 1512 quarterly reporting data submitted for the quarter ending December 31, 2012, for the following grant programs:

  • Education Jobs Fund (Ed Jobs)

  • ARRA Title I, School Improvement Grant (SIG) (Texas Title I Priority Schools) as applicable if the grantee’s Notice of Grant Award identifies ARRA SIG funding

The continuous corrections period will close March 1, 2013 at 5 p.m.  No action is necessary unless your LEA has identified data that needs to be corrected. Revisions may only be made to data submitted for the period ending December 31, 2012, for the two programs listed above.

 

12/13/2012-- On Monday, December 10, 2012, the Texas Eduction Agency opened the Expenditure Reporting (ER) system to allow local educational agency (LEA) reporting of ARRA Section 1512 quarterly data ending December 31, 2012.ARRA Section 1512 Quarterly Reports for the reporting period of October 1 through December 31, 2012, are due from LEAs to the Texas Education Agency (TEA) by 5:00 p.m. Central Time, January 5, 2013.  The ER system will close at 5:00 p.m. in Central Time, January 5, 2013.  LEAS should plan accordingly in order to meet the quarterly reporting deadline.

11/02/2012--On Monday, November 5, 2012, the Texas Education Agency will open the Expenditure Reporting (ER) system to allow local educational agencies (LEAs) to make corrections to American Reinvestment and Recovery Act of 2009 (ARRA) Section 1512 quarterly reporting data that was previously submitted for the quarter that ended September 30, 2012. The continuous corrections period will close Friday, November 30, 2012, at 5 p.m. No action is necessary unless the LEA has identified data that needs to be corrected. Revisions may only be made to data submitted for the period that ended September 30, 2012. All corrections must be submitted by 5 p.m. Central Time, November 30, 2012.

9/28/2012--  TEA will open the Expenditure Reporting (ER) system on Monday, October 1, 2012, to allow for ARRA Section 1512 Quarterly Reports for the quarter that ends September 30, 2012. The reports must be submitted to the TEA by 5:00 p.m. Central Time, October 5, 2012.   ARRA Section 1512 Quarterly Reports for the July 1 through September 30, 2012, reporting period are due from LEAs receiving ARRA funds distributed by the TEA for the following grant programs:

  • Education Jobs Funds (Ed Jobs)
  • ARRA Title I, School Improvement Grant (SIG) (Texas Title I Priority Schools), as applicable if the grantee’s Notice of Grant Award (NOGA) identifies ARRA SIG funding.

All LEAs with an ARRA Notice of Grant Award (NOGA) for the programs listed above must meet the October 5, 2012, quarterly reporting deadline for each NOGA. An ARRA Section 1512 Quarterly Report must be submitted regardless of whether: (1) all of the grant funds have been drawn down, (2) a final expenditure report has been submitted, (3) no grant funds have been expended, or (4) there has been no grant activity during the quarter.

Except for the programs listed above, all other ARRA grants have ended. No additional ARRA reporting is necessary for the grants that have ended. TEA appreciates the cooperation of all of the LEAs that have submitted their final ARRA reports for these grants.

7/2/2012-- Update On The 2010-2011 SFSF Evaluation Report: TEA has cancelled and will not require local education agencies (LEAs) to submit the 2010-2011 SFSF Evaluation Report. However, LEAs should be aware that USDE may request additional information from TEA regarding SFSF, and TEA may be required to request the additional information from LEAs.  

6/21/2012 – On Monday, June 25, 2012, the Texas Education Agency (TEA) will open the Expenditure Reporting (ER) system to allow local educational agencies (LEAs) to submit the ARRA Section 1512 Quarterly Reports for the quarter that ends June 30, 2012. The system will open earlier than usual to accommodate the summer schedule of LEAs and the Fourth of July holiday.  The reports must be submitted to the TEA by 5 p.m. Central Time, July 5, 2012.   ARRA Section 1512 Quarterly Reports for the April 1 through June 30, 2012, reporting period are due from LEAs receiving ARRA funds distributed by the TEA for the following grant programs:

  • Education Jobs Funds (Ed Jobs)
  • ARRA Title I, School Improvement Grant (SIG) (Texas Title I Priority Schools), as applicable if the grantee’s Notice of Grant Award (NOGA) identifies ARRA SIG funding.

5/7/12-- On Monday, May 14, 2012, the Texas Education Agency will open the Expenditure Reporting (ER) system to allow local educational agencies (LEAs) to make corrections to American Reinvestment and Recovery Act of 2009 (ARRA) Section 1512 quarterly reporting data that was previously submitted for the quarter that ended March 31, 2012. The continuous corrections period will close Friday, June 8, 2012, at 5 p.m. No action is necessary unless the LEA has identified data that needs to be corrected. Revisions may only be made to data submitted for the period that ended March 31, 2012. All corrections must be submitted by 5 p.m. Central Time, June 8, 2012. 

2/7/2012 - Correction period opens for ARRA Section 1512 reports: On Tuesday, Feb. 7, the Texas Education Agency opened the Expenditure Reporting (ER) system to allow corrections to ARRA Section 1512 quarterly reporting data submitted for the quarter that ended Dec. 31, 2011. The continuous corrections period will close March 2 at 5 p.m. This corrections period is provided to accommodate local education agencies (LEAs) and fiscal agents that want to revise previously submitted reports for the quarter that ended Dec. 31, 2011. No action is necessary unless the LEA or fiscal agent has identified data that needs to be corrected.  Revisions may only be made to data submitted for the period that ended Dec. 31, 2011. All corrections must be submitted by 5 p.m. Central Time, March 2, 2012.  

12/13/2011 - UPDATE On 2010-2011 SFSF Evaluation Report: TEA has posted a “To the Administrator Addressed” letter on the Agency’s Correspondence webpage.  The letter provides the most current information on the 2010-2011 SFSF Evaluation Report.  LEAs are encouraged to read the letter carefully and continue to check TEA’s ARRA Website under Recent News and Announcements for further updates. This notice will also be sent to the ARRA and NCLB LISTSERVs. 

12/06/2011 - On December 12, 2011, TEA will open the expenditure reporting system (ER) to allow reporting of ARRA Section 1512 quarterly data for the quarter that ends December 31, 2011. The Texas Education Agency (TEA) is advising local educational agencies (LEAs) of upcoming federal reporting requirement deadlines. LEAs that receive certain American Recovery and Reinvestment Act of 2009 (ARRA) grant funds through TEA must submit the ARRA Section 1512 Quarterly Report for the October 1, 2011, through December 31, 2011, period by January 5, 2012, at 5:00 p.m. Central Time.

 LEAs must use TEA’s Expenditure Reporting (ER) system to certify and submit their quarterly reports. TEA has modified its ER system to accommodate the submission of final reports. Beginning with the quarter ending September 30, 2011, the ARRA Section 1512 Quarterly Reports include a field which allows LEAs to indicate that its report is final. A project is considered “final” for ARRA reporting purposes when all of the following requirements are met:

  •  There are no further ARRA expenditures for the associated award.
  •  All expended ARRA funds associated with the award have been invoiced and received.
  •  No additional jobs will be funded.
  •  The project status is complete per TEA requirements and/or performance measures.

Additionally, in instances in which the final subrecipient expenditures listed on the report are less than the total award amount, the LEA must explain why the final amount in the “Total Expended Amount” field does not equal the total award amount.
Provided that an LEA meets all of the above requirements for a particular grant, this final report will be the last ARRA Section 1512 quarterly report the LEA will be required to submit for that grant. Please note that if there are mistakes in the final report, the LEA will be required to correct the final report during the subsequent ARRA Section 1512 continuous corrections period. Important Notice:
For the quarter ending September 30, 2011, 189 LEAs indicated that the ARRA Section 1512 Quarter Report was a final report. However, our records show that expenditure report activity occurred after September 30, 2011. LEAs who reported the ARRA Section 1512 report as “final” for the quarter ending September 30, 2011 and had expenditure report activity (e.g. draw down request after September 30, 2011), will be required to complete an ARRA Section 1512 Quarter Report for the quarter ending December 31, 2011. This includes any additional reimbursements or refund submissions that occurred from October 1, 2011 through December 31, 2011. LEAs are reminded that they must report any vendor information and/or FTE information for any additional reimbursements that were paid after September 31, 2011.

11/08/11 - On Tuesday, November 8, 2011, TEA will open the Expenditure Reporting (ER) system to allow corrections to American Recovery and Reinvestment Act of 2009 (ARRA) Section 1512 quarterly reporting data submitted for the quarter that ended September 30, 2011. The continuous corrections period will close Wednesday, November 30, 2011 at 5:00 p.m. This corrections period is provided to accommodate local educational agencies (LEAs) and fiscal agents that want to revise previously submitted reports for the quarter that ended September 30, 2011. No action is necessary unless the LEA or fiscal agent has indentified data that needs to be corrected. Revisions may only be made to data submitted for the period that ended September 30, 2011. All corrections must be submitted by 5:00 p.m. Central Time, November 30, 2011. 10/31/2011 - UPDATE On 2010-2011 SFSF Evaluation Report: The 2010-2011 SFSF Evaluation Report template and related instructions are in the process of being finalized and posted on TEA’s ARRA Website. Immediately upon posting, a notice indicating their availability will be published on TEA’s ARRA Website under Recent News and Announcements. This notice will also be sent to the ARRA and NCLB LISTSERVs and will include an adjustment to the Evaluation Report due date in accordance with the delay in posting the Evaluation Report template and related instructions. LEAs are encouraged to check the Recent News and Announcements often until the Evaluation Report template and related instructions have been posted and made available for completion/submission.

8/05/11 - On August 8, 2011, TEA will open the expenditure reporting system (ER) to allow corrections to ARRA Section 1512 quarterly reporting data submitted for the quarter that ended June 30, 2011. The continuous corrections period will close Friday, September 2, 2011 at 5:00 p.m. This corrections period is provided to accommodate LEAs and fiscal agents that want to revise previously submitted reports for the quarter that ended June 30, 2011. No action is necessary unless the LEA or fiscal agent has identified data that needs to be corrected. Revisions may only be made to data submitted for the period that ended June 30, 2011. 6/15/2011 -The deadline to submit amendments to the 2009–2010 and 2010–2011 ARRA Title XIV State Fiscal Stabilization Funds (SFSF) grants has been extended to July 8, 2011.  Please note: The eGrants and expenditure reporting (ER) systems will not be available from July 1, 2011, through July 5, 2011, due to implementation of a major software upgrade at TEA.  Please refer to Errata #4 for the 2009–2010 ARRA Title XIV State Fiscal Stabilization Funds (SFSF) grant and Errata #2 for the 2010–2011 ARRA Title XIV State Fiscal Stabilization Funds (SFSF) grant for additional information.

5/4/2011 – On April 26, 2011, Texas received $830,820,460 under the Education Jobs Fund (Ed Jobs). These funds will be allocated to eligible local educational agencies (LEAs) based on weighted average daily attendance (WADA). Allocations will be posted on TEA’s website no later than the week of May 9, 2011. The beginning date of the Ed Jobs grant is August 10, 2010, and the ending date is September 30, 2012. For LEAs with an approved 2009-2010 or 2010-2011 American Recovery and Reinvestment Act (ARRA) Title XIV State Fiscal Stabilization Fund (SFSF) grant application, no grant application is required for Ed Jobs funds. For LEAs without an approved 2009-2010 or 2010-2011 SFSF grant application, a brief Ed Jobs grant application will be required and will be emailed to the superintendent or chief operating officer (for an open-enrollment charter school) of these LEAs.  For additional Ed Jobs information, please visit TEA’s Ed Jobs website at http://www.tea.state.tx.us/index4.aspx?id= 2147500359&menu_id=934&menu_id2=941

4/26/2011 – By September 30, 2011, most of the American Recovery and Reinvestment Act of 2009 (ARRA) grant funds must be obligated.  The Texas Education Agency (TEA) monitors local education agencies’ (LEAs’) timely spending of ARRA grant awards for patterns of low draw downs or no draw downs as part of its monitoring function.  As part of that monitoring effort, and to help determine why some LEAs’ spending and draw-down levels  remain low for ARRA grants, TEA has developed the online Survey of LEA Anticipated ARRA Expenditures. The Survey of LEA Anticipated ARRA Expenditures was originally posted on TEA’s website on March 28, 2011. However, in response to feedback from early-responding LEAs, the survey was temporarily closed and was modified. The survey has now been reposted, and the deadline for completing the survey has been extended to Friday, May 13, 2011.  Information on changes to the survey is available in the “To The Administrator Addressed” letter of April 26, 2011, available at http://ritter.tea.state.tx.us/taa/opge042611.html.  One important change to the survey relates to shared services arrangements (SSAs).  Individual LEAs should respond to the survey only for the programs that were awarded directly to the LEA as an independent grantee. Fiscal agents of an SSA should respond to the survey on behalf of all member LEAs for all of the ARRA grants that were awarded to the fiscal agent, in addition to any grants that were awarded individually to the fiscal agent. Thus, each independent LEA and each fiscal agent of an SSA will complete and submit the survey only once for all of the ARRA Notices of Grant Award (NOGAs) they received.  While the survey is voluntary, in order to capture the most accurate data, TEA is requesting that all LEAs and fiscal agents of SSAs complete and submit the revised survey, including those that completed the original survey. TEA very much appreciates the LEAs and fiscal agents of SSAs that responded early to the original survey and sincerely apologizes for any inconvenience this may cause. 10/28/2010 – On October 20, 2010, a letter on  Expenditures and Draw Downs of American Recovery and Reinvestment Act (ARRA) Grant Funds was posted to TEA Correspondence.  The letter serves as a friendly reminder from TEA to local educational agencies (LEAs) that have received ARRA grants that ARRA includes specific deadlines for expending these funds.  To highlight the importance of spending ARRA grant funds in a timely manner, the letter includes remaining amounts for ARRA grant programs and announces a new format for TEA’s monthly report, ARRA – Grant Reimbursements by Grantee, that will focus on remaining balances. 

9/3/2010 - UPDATE SFSF Pre-Award Costs: Effective immediately, LEAs may request pre-award costs in their 2010-2011 SFSF application for expenses obligated no earlier than September 1, 2009.  LEAs will be permitted to add allowable pre-award costs to their original SFSF Year 2 grant application either during the negotiations process or by amendment.  For LEAs which have an application in the process of review by TEA, they may contact the Division of NCLB Program Coordination at 512-463-9374 or nclb@tea.state.tx.us to request that their application be placed in negotiation for the addition of pre-award costs.  Note that all LEAs requesting pre-award costs for infrastructure investments must be able to demonstrate compliance with all applicable ARRA and TEA provisions and assurances related to infrastructure.  For further information on ARRA and TEA provisions and assurances related to infrastructure, please see the following website:   http://www.tea.state.tx.us/index2.aspx?id=2147484239&menu_id=934&menu_id2=941.  The ARRA SFSF request for application (RFA), Application Guidelines-Part 2: Program Guidelines and Use of Funds, includes information on pre-award costs in the section Application Due Date (p. 7 of 40) and provides that applicants will receive notice of the earliest pre-award date once that is known. 6/23/2010 –  TEA has updated its ARRA – Section 1511 Infrastructure Investment Web site to include updated guidance related to ARRA Section 1511 infrastructure investment certification requirements. The following documents have been posted on the site under Resources for LEAs:

TEA encourages LEAs with approved infrastructure investments in their ARRA IDEA-B Formula, ARRA IDEA-B Preschool, and/or ARRA SFSF applications to review these documents to ensure compliance with TEA and ARRA Section 1511 requirements.
