A district is required, if it has 15 or more eligible children, to offer a free half day of prekindergarten to those eligible children. (For more information on eligibility for free prekindergarten, please see section 7 of the most recent Student Attendance Accounting Handbook.)
Allowable Prekindergarten Tuition Rates
Per the Texas Education Code (TEC), §29.1531, a district may charge tuition to provide:
an additional half day of prekindergarten classes to those children who are eligible for free prekindergarten classes; and
half-day and full-day prekindergarten classes to children who are ineligible for free prekindergarten classes.
If a district charges tuition as permitted by the TEC, §29.1531:
- the tuition may not be higher than is necessary to cover the added costs of providing the additional prekindergarten classes, including any costs associated with data collection and reporting requirements; and
- the district must submit the proposed tuition rate to the commissioner for approval annually.
