Purpose and Goals

The Goal of the Life Skills Program for Student Parents is to reduce school dropouts, increase high school graduation rates, and enhance parenting skills for students who are pregnant or parents and at risk of dropping out of school.

LEAs (Local Educational Agencies) utilize program funds to provide integrated programs of educational and support services designed to improve school attendance, increase graduation rates, and enhance parenting skills for students who are pregnant or who are parents and at risk of dropping out of school. LEAs solicit recommendations for obtaining community support for the students and their children from organizations for parents of students in the district and from other community organizations.

Program Objectives

Each LEA with a Life Skills program must organize a program designed to improve school attendance, increase graduation rates, and enhance parenting skills for students who are pregnant or who are parents and at risk of dropping out of school utilizing program objectives that include as a minimum:

  1. individual counseling, peer counseling, and self-help programs;
  2. career counseling and job-readiness training;
  3. child care for the students’ children on the campus or at a child care facility in close proximity to the campus;
  4. transportation for children of students to and from the campus or child care facility;
  5. transportation for students, as appropriate, to and from the campus or child care facility;
  6. instruction related to knowledge and skills in child development, parenting, and home and family living; and
  7. assistance to students in the program in obtaining available services from government agencies or community service organizations, including prenatal and postnatal health and nutrition programs.

The General Guidelines to ALL Cost Principals (Appendix 1) and Cost Principals (Appendix 2) guide Life Skills Grant Programs in what are and are not allowable expenses.

Grant Amendments And Budget Revisions

  1. The last day to submit an amendment is 90 days prior to the August 31 ending date of the grant. An amendment will not be accepted, processed, or approved if it is received in TEA after this date.
  2. The following documents are required with each Amendment:
    • Signed Schedule #1 is always required
    • Support Schedule 3A, Purpose of Amendment, is always required
    • Revised Schedule #3, Budget Summary, if there are budgetary changes
    • Support Budget Schedules where there are changes to the Budget Summary schedule
    • Revised Support Schedules 3C, 3G, 3H, 4B, 4C if there are any changes to those documents
  3. Review the Grant Provisions and Assurances to determine when an Amendment is required.

Grant Expenditure Requirements

Grantees file expenditure reports on a periodic basis (selecting Periodic from Report Type) to request payments from the Agency. Expenditures for the Life Skills Program for Student Parents grant may be drawn down from TEAs Expenditure Reporting (ER) system. The ER system provides a means for recipients of federal and state education grants to submit expenditure reports for reimbursements from the grants. Grantees log on to the ER system through the Texas Education Agency Secure Environment (TEASE) with a username and password. TEASE authenticates the user's identity so that they view system information and perform actions specific to their grant expenditures.

Grantees are encouraged to draw down their state Life Skills Program for Student Parents grant funds prior to using local match.

Final Expenditure Report

The Final Expenditure Report can be filed at any time and is required to be filed within 45 days after the August 31 ending date of the grant (selecting Final from Report Type).

Revised Final Expenditure Report

In the event the grantee finds it necessary to submit a revised final expenditure report, any revised Final Expenditure Report claiming expenditures greater than the amount initially reported in the final report must be entered into the ER System within 75 days after the August 31 ending date of the grant.  Any such revised Final Expenditure report received after that date, where the grantee is claiming expenditures greater than the amount initially reported in the final report, will not be approved, processed, or paid by TEA.

Final Grant Program Report

The final grant program report is due by September 30th. The report is located in the current grant year e-grant file
