Collaborative Dropout Reduction Program



The Collaborative Dropout Reduction Pilot Program is designed to encourage partnerships between public schools and community organizations to reduce the number of students who drop out of school through the use of proven dropout intervention strategies.  

School districts may partner with the following community organizations:

  • Local businesses
  • Local governments
  • Law-enforcement agencies
  • Nonprofit organizations
  • Faith-based organizations
  • Institutions of higher education

Grantees provide services in four required areas:

  • Workforce readiness
  • Academic support
  • Student and family support
  • Attendance improvement 

Proven Dropout Prevention Strategies

The Texas Education Agency focuses state and federal resources on identifying and replicating proven strategies for dropout prevention and recovery. The Collaborative Dropout Reduction Program uses mentors as role models and advocates for students. Research indicates that providing mentors or adult advocates for students at-risk of dropping out of school is an effective dropout prevention strategy to help students address academic, social, and emotional needs that are barriers to academic achievement.   


A public school district or open-enrollment charter school is eligible to participate if 55% or more of students enrolled have been identified as economically disadvantaged for each of the three preceding school years. (Cycle 3)

An external evaluation conducted by ICF International was published in February 2011.  Findings indicate that:

  • Cycle 1 students showed a 5% increase and Cycle 2 students a 10% increase in TAKS math scores the year after as compared to the year before entering the program.
  • The percentage of CDR students who met standards in TAKS math increased 9 percentage points by the end of the first year.
  •  Cycle 1 students showed a 32% increase and Cycle 2 students showed a 37% increase in TAKS science scores the year after, as compared to the year before, entering the program.
  • The percentage of students who met standards in science increased 9 percentage points in the year following program entry.
  • School-level findings based on 10 Collaborative Cycle 1 schools and 10 matched comparison schools indicate that the Collaborative had higher graduation rates, higher completion rates, and lower dropout rates.
