Distribution of Commissioner's Rules

Proposed commissioner's rules will be posted on the administrative rules website prior to publication in the Texas Register. The site will contain the cover letter, statutory citation and rule text.

The Division of Policy Coordination will also send e-mail notifications of proposed and adopted commissioner's rules to members of the "Rules" mailing list, which include professional associations, legislative staff and education service centers. The e-mail will include links to the administrative rules website.

Commissioner's rules that have been adopted but are not yet effective will also be posted at the administrative rules website. Commissioner's rules that are currently effective are available at the Texas Administrative Code webpage as part of the Texas Administrative Code, Title 19, Part II.

Public Comments and Requests for a Public Hearing

Public comments concerning commissioner's rules may be directed to the Division of Policy Coordination, Texas Education Agency, 1701 North Congress Avenue, Austin, Texas 78701, (512) 475-1497. Comments may also be submitted electronically to rules@tea.state.tx.us or faxed to (512) 463-0028. Comments will be forwarded to appropriate agency staff. Begin and end dates for the 30-day public comment period for each proposed rule action are stated in the cover letter for the action.

Requests for a public hearing concerning commissioner's rules may be directed to the Commissioner of Education, Texas Education Agency, 1701 North Congress Avenue, Austin, Texas 78701. All requests for a public hearing on proposed rule actions submitted under the Administrative Procedure Act must be received by the commissioner not more than 14 calendar days after notice of the proposal has been published in the Texas Register. A public hearing held concerning a commissioner's rule will be conducted by the commissioner or the commissioner's representative at a time and place to be announced on the Secretary of State website.
