Services to Private, Non-Profit Schools

Under several programs included in the Elementary and Secondary Education Act (ESEA), local education agencies, or LEAs, are required to provide services for eligible private school students, as well as eligible private school teachers. The resources provided on this page are intended to assist LEAs in meeting the statutory requirements.

Equitable Services Worksheet

To ensure that LEAs calculate the appropriate amounts for equitable services, the agency has developed a spreadsheet that LEAs with participating private non-profit schools must complete and submit annually along with their private school affirmations.  This worksheet which is available for download through the NCLB Reports application on the TEA Secure Environment (TEASE), contains instructions for calculating the appropriate amounts for Title I, Part A; Title I, Part C; Title II, Part A; and Title III, Part A.  The completed worksheet should be uploaded through the NCLB Reports application on TEASE via TEAL no later than October 1, 2013. 

Private School Affirmations

In accordance with the No Child Left Behind (NCLB) Act, local education agencies (LEAs) are required to consult with participating Private Nonprofit Schools to determine equitable services for private school students and/or teachers. [P.L. 110-107, Section 1120(a)(1); 5142(a)(1); and 9501(a)(1).] Information provided in this affirmation must be decided during this consultation between the public (LEA) and private school officials. The LEA must maintain auditable documentation to support the information provided in this affirmation and that it was decided through appropriate consultation. The LEA is responsible for the administrative oversight of the ESEA program(s) in the Private Nonprofit School.  Complete one affirmation per participating Private Nonprofit School. The affirmation template is available for download through the NCLB Reports application on the TEASE via TEAL.

The completed affirmations should be signed and scanned, and then uploaded through the NCLB Reports application on TEASE via TEAL no later than October 1, 2013.
