American Recovery and Reinvestment Act Monitoring
Under the American Recovery and Reinvestment Act of 2009 (ARRA), most Texas local educational agencies (LEAs) were allocated supplemental federal funds that were available through September 30, 2011. Expenditure of ARRA funds must be accounted for separately from other federal funds awarded to LEAs.
The Division of Federal Fiscal Monitoring conducts monitoring and grant reviews of ARRA funds awarded to independent school districts, open-enrollment charter schools, and regional education service centers to determine compliance with federal laws, rules, and other grant requirements. TEA focuses on the LEA’s plans for using ARRA funds, the LEA’s internal control systems, and the LEA’s cash management, reporting, and accounting policies and procedures.
Additional information can be found online in Section 400 of Office of Management and Budget Circular A-133. Applicable regulations can also be found in Sections 76.770 and 80.40(a) of Title 34 of the Code of Federal Regulations.
