STATE BOARD OF EDUCATION: CONSENT
SUMMARY: This item provides an opportunity for board consideration of two appointments to the board of trustees of the Boys Ranch Independent School District. The appointments are necessary due to the expiration of the terms of office for two board members.
STATUTORY AUTHORITY: Texas Education Code (TEC), §11.352.
PREVIOUS BOARD ACTION: No previous board action has occurred on this item.
BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: The State Board of Education (SBOE) is statutorily authorized to appoint board members for independent school districts created under its authority to establish school districts. Trustees so appointed shall hold office until their successors are appointed and qualified.
Mr. Dan Adams, President and Chief Executive Officer, of Cal Farley’s Boys Ranch has notified the commissioner of two vacancies which exist on the board of trustees of the Boys Ranch Independent School District. The vacancies are due to the expiration of the term of office of Mr. Lance E. Purcell and Mr. Antonio Renteria. The CEO has requested Mr. Lance E. Purcell be reappointed to fill one vacancy and Ms. Sharon Miner be appointed to replace Mr. Renteria. Supporting documentation on the recommended candidates is included.
FISCAL IMPACT: No fiscal impact to the state will occur.
PUBLIC AND STUDENT BENEFIT: Both the public and the students will benefit by having qualified individuals appointed to the board of trustees.
PROCEDURAL AND REPORTING IMPLICATIONS: No procedural or reporting implications exist.
PUBLIC COMMENTS: No public comments are presented.
ALTERNATIVES: No alternatives are suggested.
OTHER COMMENTS AND RELATED ISSUES: The term requested for the appointments accommodates staggered terms of office and subsequent three-year terms for the five positions on the Boys Ranch Independent School District Board of Trustees, as approved by the SBOE on April 11, 1997, and on May 3, 2002.
COMMISSIONER’S RECOMMENDATION: I recommend that the State Board of Education:
Approve the appointment of Mr. Lance E. Purcell and Ms. Sharon Miner to serve, from November 19, 2010 through November 18, 2013, on the Boys Ranch Independent School District Board of Trustees.
