3. Proposed Revisions to 19 TAC Chapter 126, Texas Essential Knowledge and Skills for Technology Applications
(First Reading and Filing Authorization)

This item presents for first reading and filing authorization proposed revisions to 19 TAC Chapter 126, Texas Essential Knowledge and Skills for Technology Applications, Subchapter A, Elementary, Subchapter B, Middle School, Subchapter C, High School, and proposed new 19 TAC Chapter 126, Texas Essential Knowledge and Skills for Technology Applications, Subchapter D, Other Technology Applications Courses. The proposed rule actions recommend an implementation date of the 2012-2013 school year for the revised technology applications Texas Essential Knowledge and Skills (TEKS). Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

4. Proposed New 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.37, Advanced Quantitative Reasoning (One Credit)
(Second Reading and Final Adoption)
 

This item presents for second reading and final adoption proposed new 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.37, Advanced Quantitative Reasoning (One Credit). The proposal would add a new mathematics course to satisfy the fourth mathematics graduation requirement. No additional changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

5. Report on Revised Pricing Submitted by Publishers of Instructional Materials Adopted under Proclamation 2011

Proclamation 2011 of the State Board of Education (SBOE) calls for new instructional materials to be used in school districts and open-enrollment charter schools beginning in school year 2011-2012. Proclamation 2011 includes Prekindergarten Systems; English Language Arts, Grades 2-8; Spanish Language Arts, Grades 2-6; English as a Second Language, Grades K-8; Handwriting, Grades 1-3; Spelling, Grades 1-6; Speech, Grades 6-8; and English, I-IV. In November 2010, the SBOE adopted instructional materials submitted under Proclamation 2011 and requested that publishers submit their best and final pricing for these materials. This item will present a report on the revised prices submitted by publishers of materials adopted under Proclamation 2011. Statutory authority for this action is the Texas Education Code (TEC), §31.025.

6. Update on Texas Essential Knowledge and Skills (TEKS) Review

This item provides the opportunity for staff to present an update on the review of Texas Essential Knowledge and Skills (TEKS) and for the committee to provide guidance regarding the TEKS review process. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

7. Proposed Approval of Innovative Courses

This item recommends approval of innovative courses that do not fall within any of the subject areas of the foundation or enrichment curriculum. Statutory authority for this action is the Texas Education Code (TEC), §28.002(f).

8. Recommendations Regarding Readoption of Instructional Materials

This item recommends readoption of instructional materials with contracts that expire on August 31, 2011. This action is recommended to ensure that these materials remain available for distribution to school districts until new replacements become available. Statutory authority for this action is the Texas Education Code (TEC), §31.003.

9. Decision on Real Estate Investments

This item provides an opportunity for the committee and board to review and consider possible real estate investments in Cornerstone Real Estate Fund VIII, L.P. and L&B Core Income Partners, L.P. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

10. Decision on Absolute Return Investments

This item provides an opportunity for the committee and board to review the current manager allocations within the absolute return asset class and consider any changes to the managers’ watch list status or rebalancing of assets between new and existing managers. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

This item lists charter school amendments that were acted upon by the commissioner of education between October 1, 2010 and November 30, 2010.

5. 2009-2013 Rule Review Plan for State Board of Education Rules

This item outlines the rule review plan for State Board of Education (SBOE) rules during the period of September 2009 through August 2013. Texas Government Code, §2001.039, requires the rule review of existing state agency rules, including SBOE rules. The rule review requirement is designed to ensure that the reason for initially adopting a rule continues to exist. This item also presents an update to the plan to change the date to begin the review of one chapter to coincide with the 2011 SBOE meeting schedule.

6. Annual Report of the Division of Financial Audits

This item provides the board with an annual review of the work accomplished by the Division of Financial Audits. The report describes the division's organization, legal responsibilities, deviations from the 2009-2010 audit plan, and the status of audit reports.
