NCLB Pre-Award Cost Attachment – Special LEAs
Effective with the 2011-2012 project period, special LEAs are required to submit a pre-award cost attachment to their eGrants No Child Left Behind (NCLB) Consolidated Federal Grant Application if they are seeking pre-award cost approval as of July 1 and the effective date (certify and submit date) of their NCLB Consolidated Federal Grant Application. Special local educational agencies include open-enrollment charter schools, South Texas ISD, Texas School for the Deaf, Texas School for the Visually Impaired, Windham School District and the Texas Youth Commission.
To meet statutory guidelines, pre-award costs need to be specifically requested and identified by the applicant as part of the application process. Special LEAs that seek pre-award costs back to July 1 for the federal program or programs of the NCLB Consolidated Federal Grant Application must do one of the following:
- certify and submit their NCLB Consolidated Federal Grant Application via eGrants on or before July 1, or
- certify and submit their NCLB Consolidated Federal Grant Application via eGrants by September 1, and include the appropriate pre-award cost attachment(s) with their original application

Upon approval, the pre-award cost attachment is incorporated by reference into the approved 2011-2012 NCLB Consolidated Federal Grant Application (SAS#NCLBAA12). Approved application materials to include the Notice of Grant Award, NCLB Consolidated Federal Grant Application, and pre-award cost attachments (if applicable) will be located in the eGrants Document Library. Pre-award costs are not to be charged to the grant until this form is submitted and approved by TEA as part of the application.
