(1) Proposed Repeal of 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter A, Elementary, §§111.11-111.17, Subchapter B, Middle School, §§111.21-111.24, Subchapter C, High School, §§111.31-111.37, and Subchapter D, Other High School Mathematics Courses, §111.52

This item presents for first reading and filing authorization the proposed repeal of 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter A, Elementary, §§111.11-111.17, Subchapter B, Middle School, §§111.21-111.24, Subchapter C, High School, §§111.31-111.37, and Subchapter D, Other High School Mathematics Courses, §111.52. The proposed repeal would remove the mathematics Texas Essential Knowledge and Skills (TEKS) currently in effect for Kindergarten-Grade 8 and high school courses that will be superseded by proposed new 19 TAC §§111.1-111.7, 111.25-111.28, and 111.38-111.45 beginning with the 2013-2014 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

(2) Ratification of the Purchases and Sales of the Investment Portfolio of the Permanent School Fund for the Months of October and November 2011

This item provides an opportunity for the committee and board to consider approval of the purchases and sales of securities executed in the portfolio of the Permanent School Fund for the months of October and November 2011. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(3) Proposed Amendments to 19 TAC Chapter 33, Statement of Investment Objectives, Policies, and Guidelines of the Texas Permanent School Fund

This item presents for first reading and filing authorization proposed amendments to 19 TAC Chapter 33, Statement of Investment Objectives, Policies, and Guidelines of the Texas Permanent School Fund. The proposed amendments would implement changes reflecting the November 8, 2011, voter approval of Proposition 6, the constitutional amendment that expanded the base by which Permanent School Fund distributions to the Available School Fund are calculated. Additional changes are also proposed that would clarify current procedures and policies. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(31) and (33), 43.0031-43.0034, 43.004, and 45.063; Texas Government Code, §2263.004; and Texas Constitution, Article VII, §5(a)(2), (d), and (f).

(4) Decision on Real Estate Investments
(Committee on School Finance/Permanent School Fund)

This item provides an opportunity for the committee and board to review and consider possible real estate investments. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(5) Recommendation for Appointments to the Randolph Field Independent School District Board of Trustees
(Committee on School Initiatives)

This item provides an opportunity for board consideration of appointments to the board of trustees of the Randolph Field Independent School District. The appointments are necessary due to the vacancy of office for three board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

(6) Update of Employers for Education Excellence Award
(Committee on School Initiatives)

This item provides the board an opportunity to update and modify the requirements for the Employers for Education Excellence Award. The program honors employers who implement a policy to encourage and support employees who actively participate in activities of schools. State statute established three levels of recognition 1) bronze, 2) silver, or 3) gold to be awarded to recipient(s)/business(es) recommended by the commissioner of education. The board honors the recipient(s) with a suitable certificate. Statutory authority for this action is the Texas Education Code (TEC), §7.113.
