Division of Federal Fiscal Compliance and Reporting

 

The Division of Federal Fiscal Compliance and Reporting is responsible for ensuring the agency's compliance with the fiscal requirements of federal grants. These responsibilities are divided into the following areas.

Compliance 

 The division carries out various compliance functions, such as ensuring that subrecipients of federal grants comply with maintenance of effort (MOE) requirements. The MOE requirement, given in the No Child Left Behind Act of 2001 (NCLB), applies to subrecipients of federal funds granted under various federal programs such as NCLB, Title I and Part B of the Individuals with Disabilities Education Act (IDEA-B).

The division also ensures that subrecipients of federal funds comply with comparability of services requirements under NCLB, Title I, Part A.

Reporting 

The division is responsible for ensuring that the agency complies with all reporting requirements under the American Recovery and Reinvestment Act (ARRA), including ARRA 1512 quarterly reporting requirements, and the Federal Funding Accountability and Transparency Act (FFATA).

Other Areas

 The division manages fiscal matters related to both federal and state grants, including cash management, expenditure reporting, and grant close-out.

The division is also responsible for providing guidance to grant subrecipients regarding shared services arrangements for IDEA-B grants and for calculating and assigning annual indirect cost rates for entities for which TEA is the cognizant agency.

In addition, the division also conducts data analysis related to federal fiscal compliance and reporting requirements, and provides data analysis to support to the Division of Federal Fiscal Monitoring.
