(1) Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.36, Requirements for Elective Courses on the Bible's Hebrew Scriptures (Old Testament) and New Testament and Their Impact on the History and Literature of Western Civilization

This item presents for first reading and filing authorization proposed amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.36, Requirements for Elective Courses on the Bible's Hebrew Scriptures (Old Testament) and New Testament and Their Impact on the History and Literature of Western Civilization. The proposed amendment would remove the Texas Essential Knowledge and Skills (TEKS), and related implementation language, in §74.36(d) adopted effective in 2008 that were superseded by the TEKS in 19 TAC §74.36(e) beginning with the 2011-2012 school year. This proposed amendment would also remove references to the superseded TEKS. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.011.
(2) Proposed Repeal of 19 TAC Chapter 126, Texas Essential Knowledge and Skills for Technology Applications, Subchapter A, Elementary, §§126.1-126.3, Subchapter B, Middle School, §126.11 and §126.12, and Subchapter C, High School, §§126.21-126.29

This item presents for first reading and filing authorization the proposed repeal of 19 TAC Chapter 126, Texas Essential Knowledge and Skills for Technology Applications, Subchapter A, Elementary, §§126.1-126.3, Subchapter B, Middle School, §126.11 and §126.12, and Subchapter C, High School, §§126.21-126.29. The proposed repeal would remove the Texas Essential Knowledge and Skills (TEKS) adopted effective in 1998 for Kindergarten-Grade 8 and high school technology applications courses, and related implementation language, that will be superseded by 19 TAC §§126.5-126.7, 126.13-126.16, and 126.31-126.50 of this chapter beginning with the 2012-2013 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.
(3) Recommendations Regarding Readoption of Instructional Materials

This item recommends readoption of instructional materials with contracts that expire on August 31, 2012. This action is recommended to ensure that these materials remain available for distribution to school districts until new replacements become available. (4) Adoption of Review of 19 TAC Chapter 129, Student Attendance, Subchapter A, Student Attendance Allowed, and Subchapter B, Student Attendance Accounting

The Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of 19 TAC Chapter 129, Student Attendance, Subchapter A, Student Attendance Allowed, and Subchapter B, Student Attendance Accounting. Subchapter A addresses free attendance in general, and Subchapter B addresses requirements for student attendance accounting for state funding purposes. The statutory authority for the rule review is the Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 129, Subchapters A and B, is the Texas Education Code, §42.004.
(5) Ratification of the Purchases and Sales of the Investment Portfolio of the Permanent School Fund for the Months of December 2011, January and February 2012

The appointment is necessary due to the expiration of the term of office for one board member. (9) Recommendation for Appointments to the Fort Sam Houston Independent School District Board of Trustees

This item provides an opportunity for board consideration of appointments to the board of trustees of the Fort Sam Houston Independent School District. The appointments are necessary due to the expiration of the term of office for two board members. Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of 19 TAC Chapter 100, Charters, Subchapter A, Open-Enrollment Charter Schools, and Subchapter B, Home-Rule School District Charters. Subchapter A establishes charter application and selection procedures and criteria for charters granted under the Texas Education Code (TEC), Chapter 12, Subchapters D and E; the procedure and content of the annual report on open-enrollment charter governance; and optional provisions for contracting and purchasing. Subchapter B sets forth provisions for adverse action on a home-rule school district charter. The statutory authority for the rule review is Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 100, Subchapter A, is the TEC, §§7.102(c)(9), 12.101, 12.1053, 12.110, 12.111, 12.119, 12.152, and 12.154.
