SUBJECT: Instructional Materials Allotment Update
The Texas Education Agency will close the Educational Materials System (EMAT) for the 2011-2012 school year on April 27, 2012. Districts and open-enrollment charter schools will be unable to submit requisition or disbursement requests; however, the EMAT system will provide access to the IMA TEKS Certification process. The district local board and superintendent will be required to certify that the district has instructional materials that cover all elements of the essential knowledge and skills of the required curriculum, other than physical education, for each grade level as required in the Texas Education Code, Section 28.002.
The submission of the Instructional Materials Allotment & TEKS Certification Form must be completed before a district can submit a requisition or disbursement request for the 2012-2013 school year. Certification information and instructions were released on February 27, 2012 through a letter to the Administrator Addressed located at http://www.tea.state.tx.us/index4.aspx?id=2147505632.
The Instructional Materials Allotment (IMA) for the 2012 – 2013 school will be available when EMAT opens on May 7, 2012. The district allotment will include the 30% calculated amount for the biennium and any unexpended IMA funds from the 2011 – 2012 school year. The district Instructional Materials Allotment will also include a calculation to settle-up the Technology Allotment from fiscal year 2011. The settle-up calculation will conclude the process for the final year of the Technology Allotment funds.
Enrollment growth at the district level was included in the IMA calculations for the biennium at the beginning the 2011 – 2012 school year. The calculation was based on student enrollment growth of at least 10% over the previous 3 years. Districts who are experiencing a student population growth that was not reflected in the state calculation, may submit an application to be considered for additional funding for the 2012 – 2013 school year. An application must be submitted to the Commissioner of Education to determine if additional funding will be provided. The application and instructions for additional enrollments will be made available at a later date.
In addition, the United States Department of Education (USDE), Office of Civil Rights (OCR), has issued a document containing frequently asked questions (FAQ) related to the provision of accessible/equitable technology and software to deliver instructional services to individuals with disabilities. The FAQ covers students eligible under Section 504 of the Rehabilitation Act of 1973, and the Individuals with Disabilities Education Act (IDEA).
