Amended 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter AA, Commissioner's Rules Concerning the Commissioner's List of Electronic Textbooks and Instructional Materials, Subchapter BB, Commissioner's Rules Concerning State-Developed Open-Source Textbooks, and Subchapter CC, Commissioner's Rules Concerning Acceptable Condition of Public School Textbooks, Electronic Textbooks, and Technological Equipment, and Adopted New Chapter 66, Subchapter DD, Commissioner's Rules Concerning Instructional Materials Allotment, was filed as adopted with the Texas Register under the commissioner's rulemaking authority on July 3, 2012.
The adopted amendments and new rules implement the requirements of the Texas Education Code, Chapter 31, as amended by Senate Bill 6, 82nd Texas Legislature, First Called Session, 2011. The amendments and new rules were adopted with and without changes from what was published as proposed.

Effective Date: August 9, 2012.
Amended 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1005, Performance-Based Monitoring Analysis System, was filed as adopted with the Texas Register under the commissioner's rulemaking authority on July 20, 2012.
The amendment adopts applicable excerpts of the Performance-Based Monitoring Analysis System 2012 Manual. The amendment and manual were adopted without changes from what was published as proposed.

Effective Date: August 9, 2012.
Amended 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter C, Adoptions by Reference, §109.41, Financial Accountability System Resource Guide, was filed as adopted with the Texas Register under the commissioner's rulemaking authority on July 20, 2012.
Under §109.41(b), the commissioner of education shall amend the Resource Guide, adopting it by reference, as needed. The adopted amendment includes updates to Module 4 - Auditing as a result of recent legislative and authoritative accounting changes and removes confusing references. The Resource Guide, Module 4, adopted by reference, is available on the TEA website at http://www.tea.state.tx.us/index4.aspx?id=2390.
