Subject: 2012–2013 Maximum Entitlements—No Child Left Behind (NCLB) Consolidated Federal Grant Application

Maximum Entitlements

Maximum entitlements for programs in the 2012–2013 NCLB Consolidated Federal Grant Application will be available on or around November 14, 2012, on the Division of Grants Administration Federal Entitlements web page.

Texas Education Agency(TEA) staff will initiate budget adjustments and will adjust the largest budgeted class/object code to incorporate the maximum entitlement amounts. In late November and early December 2012, local educational agencies (LEAs) will receive email notifications of revisions to program budgets with their revised Notice of Grant Award (NOGA) attached to that email. Until those email notifications and attachments are distributed, TEA requests that LEAs not submit any amendments to claim 2012–2013 NCLB Consolidated Federal Grant Application maximum entitlement funding.

Approved Budget

Carryover (i.e., roll-forward) amounts from the 2011–2012 school year also will be included in the revised NOGA for the 2012–2013 NCLB Consolidated Federal Grant Application. Therefore, the LEA’s approved budget, reflected on Schedule BS6001—Program Budget Summary of the 2012–2013 NCLB Consolidated Federal Grant Application for each respective program, will be the combination of the LEA’s current year maximum entitlement amount and prior year carryover amount, if applicable.

Amendments

If necessary, once it receives email notification of the revisions to the program budget, an LEA may file an amendment to revise the budget entered by TEA staff. Please refer to “When to Amend the Application,” posted in the Amendments section of the Grant Management Resources page of the TEA website, to determine if an amendment is necessary.

The deadline to submit amendmentsis 5:00 p.m. Central Time, June 3, 2013.

NCLB Funding Formulas

For information concerning the formulas for entitlement calculations, please refer to Program Appendix 15—Funding Formulas, posted on the NLCB Program Appendices web page.

Reporting Deadlines

Please refer to the TEA Grant Opportunities page of the TEA website for reporting deadlines for the 2012–2013 NCLB Consolidated Federal Grant Application. LEAs that are awarded grants are responsible for meeting all deadlines.

Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
