2. Public Hearing on Proposed New 19 TAC Chapter 117, Texas Essential Knowledge and Skills for Fine Arts, Subchapter D, Elementary, Subchapter E, Middle School, and Subchapter F, High School 

A public hearing before the State Board of Education (SBOE) is scheduled for Wednesday, January 30, 2013, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding proposed new 19 TAC Chapter 117, Texas Essential Knowledge and Skills for Fine Arts, Subchapter D, Elementary, Subchapter E, Middle School, and Subchapter F, High School.

(First Reading and Filing Authorization)
 

This item presents for first reading and filing authorization proposed new 19 TAC Chapter 117, Texas Essential Knowledge and Skills for Fine Arts, Subchapter D, Elementary, Subchapter E, Middle School, and Subchapter F, High School, with a recommended implementation date of the 2015-2016 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

4. Update on Texas Essential Knowledge and Skills (TEKS) Review 

This item provides the opportunity for staff to present an update on the review of Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

5. Discussion of High School Graduation Requirements and Career and Technical Education

This item provides the opportunity for the board to discuss the high school graduation requirements and additional career and technical education course options that might satisfy certain graduation requirements. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), §28.002, and 28.025.

6. Update on Instructional Materials Allotment 

This item provides the opportunity for staff to present an update on the instructional materials allotment created by Senate Bill (SB) 6, passed by the 82nd Texas Legislature, 1st called session.

7. Update on Statements of Intent to Bid for Proclamation 2014

The State Board of Education (SBOE) issued Proclamation 2014 in April 2012. The deadline for publishers to submit Statements of Intent to Bid to indicate their interest in offering instructional materials in response to the proclamation was Friday, December 7, 2012. This item provides an opportunity for staff to update the SBOE on the publisher response to Proclamation 2014. Statutory authority is the Texas Education Code (TEC), §31.022.

8. Discussion of Proclamation 2015 of the State Board of Education Advertising for Bids on Instructional Materials

The new adoption cycle for instructional materials was approved by the State Board of Education (SBOE) in January 2012. Instructional materials submitted under Proclamation 2015 are scheduled for adoption by the SBOE in November 2014. This item provides an opportunity for the SBOE to discuss the schedule of events and instructional materials to be included in Proclamation 2015. Statutory authority is the Texas Education Code (TEC), §31.022.

9. Ethics Training 

This item will provide State Board of Education (SBOE) members with a discussion of the ethics statutes and rules that apply to SBOE members. Statutory authority is the Texas Education Code (TEC), §43.0031 and 19 TAC §33.5(s).

10. Discussion of the No-Contact Language in the Open Enrollment Charter Request for Application

This item provides the State Board of Education (SBOE) with the opportunity to discuss any possible amendments, edits, or changes to no-contact language found in the charter request for application.

11. Update on Development of State Accountability Rating System 

This item provides the opportunity for staff to present an update on the development of the state accountability rating system based on the requirements of House Bill (HB) 3, passed by the 81st Texas Legislature, 2009.

12. Discussion of Pending Litigation 

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
