The Texas Education Agency (TEA) is requesting applications under request for application (RFA) # 701-13-103, Preschool Transition Education Training.

Eligible Applicants

A nonprofit, for profit, Regional Education Service Center (ESC), or Institution of Higher Education (IHE).

Purpose of Program

This purpose of this program is to select a provider to administer statewide and targeted training for parents of preschool children with disabilities.  Training purpose is to educate parents about their children’s disabilities and to provide strategies to assist their children. Training should include strategies for the transition of students from Early Childhood Intervention (ECI) to Programs for Preschool Children with Disabilities (PPCD) to kindergarten. A gap has been identified in services to families of children with disabilities related to:

  • parent education about their children's disabilities;
  • strategies for assisting their children in the home and community environment
  • strategies to navigate the complex, and varied sets of services, organizations, funding mechanisms, eligibility criteria, enrollment and exiting processes designed to provide students with disabilities the skills, knowledge and abilities to succeed in the early childhood through kindergarten entry environment.

Project Funding

Approximately $1,000,000

Project Period

July 1, 2013 through September 30, 2014 project period

Selection Criteria

Applications will be selected based on the independent reviewers' assessment of each applicant's ability to carry out all requirements contained in the RFA. Reviewers will evaluate applications based on the overall quality and validity of the proposed grant programs and the extent to which the applications address the primary objectives and intent of the project. Applications must address each requirement as specified in the RFA to be considered for funding. TEA reserves the right to select from the highest-ranking applications those that address all requirements in the RFA and that are most advantageous to the project.

TEA is not obligated to approve an application, provide funds, or endorse any application submitted in response to this RFA. This RFA does not commit TEA to pay any costs before an application is approved. The issuance of this RFA does not obligate TEA to award a grant or pay any costs incurred in preparing a response.

Paper: This RFA is in paper format. It must be downloaded, completed on the applicant’s computer desktop, printed, and submitted by mail or hand delivery. Questions relevant to the RFA may be sent to Howard Morrison at howard.morrison@tea.state.tx.us prior to March 7, 2013. These questions along with other information will be addressed in the presentation. The conference will be open to all potential applicants and will provide prospective applicants an opportunity to receive general and clarifying information about the program and RFA.

Reporting Requirements

LEAs that are awarded grants are responsible for meeting all required deadlines. Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
