School Improvement and Support
The Elementary and Secondary Education Act of 1965 (ESEA) was first passed by Congress as part of President Lyndon B. Johnson’s War on Poverty. The most recent reauthorization amending ESEA is the No Child Left Behind Act of 2001 (NCLB). The primary function is to close the achievement gap between groups of students by requiring greater accountability and offering increased flexibility and choice. NCLB affects almost every school district and charter school in the state.
The Division of School Improvement and Support at the Texas Education Agency (TEA) is responsible for the state-level administration of school improvement programs under NCLB. The Division provides statewide leadership for:
- ESEA Flexibility Principle 2: State-Developed Differentiated Recognition, Accountability, and Support; and
- School Improvement Grant (SIG) / Texas Title I Priority Schools (TTIPS)
School Improvement Information for SY 2013-2014
The U.S. Department of Education invited each State educational agency (SEA) to request flexibility regarding specific requirements of the No Child Left Behind Act of 2001 (NCLB) in exchange for rigorous and comprehensive State-developed plans designed to improve educational outcomes for all students, close achievement gaps, increase equity, and improve the quality of instruction. The Texas Education Agency’s ESEA flexibility request was approved on September 30, 2013.
The Texas Title I Priority Schools (TTIPS) Grant Program is funded by the federal NCLB Section 1003(g) and the American Recovery and Reinvestment Act Section 1003(g) School Improvement Grant appropriations. Campus eligibility for the program is defined in the U.S. Department of Education Final Regulations released Dec. 3, 2009, and amended by the 2010 Appropriations Act.
Historical School Improvement Program Information
Title I, Part A, Section 1116 School Improvement Program provides supplemental funds to Title I campuses identified for school improvement by failing to make adequate yearly progress (AYP) for two or more consecutive years. Funds are used to implement the campus' revised campus improvement plan, which incorporates strategies based on scientifically based research, in ways that have the greatest likelihood of improving the performance of participating children in meeting the state's student performance standards. A student attending a Title I low-performing school must be provided the option to transfer to another public school within the LEA unless the LEA lacks the capacity to do so.
Supplemental Educational Services (SES) is additional academic instruction designed to increase the academic achievement of students in campuses needing improvement. These services may include academic assistance such as tutoring, remediation and other educational interventions. These approaches must be consistent with the content and instruction used by the local educational agency (LEA) and aligned with the Texas’ academic content standards.
