The 83rd Texas Legislature provided an appropriation for supplemental prekindergarten funding for the 2013-2014 and 2014-2015 school years. The rider language specifies that "the Commissioner of Education shall allocate $15,000,000 in General Revenue in each fiscal year of the 2014-15 biennium for the purpose of providing supplemental funds for prekindergarten consistent with the provisions of Texas Education Code Chapter 29, Subchapter E. The Commissioner shall allocate funds on the basis of eligible prekindergarten students in average daily attendance."
To implement the rider, the Texas Education Agency (TEA) will use the 2012-2013 average daily attendance (ADA) count of prekindergarten students used for state funding purposes to distribute funding for the 2013-2014 school year, and the 2013-2014 count to distribute funding for the 2014-2015 school year.
The attached spreadsheet provides estimated allotments for the 2013-2014 school year. The estimated allotments are based on our estimates of districts' prekindergarten ADA for 2012-2013. The ADA estimates are based on the 2012-2013 prekindergarten enrollment reported to the Public Education Information Management System (PEIMS) in the first submission of 2012-2013 data. We calculated a ratio by dividing the number of prekindergarten students in ADA for the 2011-2012 school year by the number of prekindergarten students in enrollment for the same year. That ratio was applied to the 2012-2013 prekindergarten enrollment to estimate the prekindergarten ADA for 2012-2013. The spreadsheet reflects estimated allotments for planning purposes only. Final allotments will be determined later this year after the final ADA data for 2012-2013 are released in late September. The current estimated allotment per prekindergarten student ADA is $146.01.
