    Projected Impact to LEAs from Potential Federal Government Shutdown

By October 1, 2013, the US Congress must authorize the federal budget for federal fiscal year (FFY) 2014. Failure to pass a spending plan by that deadline would trigger a partial shutdown of the federal government. The purpose of this letter is to outline the impact that a potential federal government shutdown would have on Texas local educational agencies (LEAs) and on the Texas Education Agency (TEA) in terms of current federal education grants.

Appropriations for School Year 2013–2014

Federal education grant funds for the current school year (2013–2014) were appropriated last year, in the FFY 2013 budget. Deliberations over the FFY 2014 budget will determine appropriations for the next school year (2014–2015), and at this time it is anticipated that appropriations already determined for school year 2013–2014 would not be jeopardized.

Impact of Partial Government Shutdown on TEA

A partial government shutdown will impact the ongoing processes associated with TEA’s administration of federal grants, such as the following:

·        Grant award notifications to TEA from the US Department of Education (USDE) may not be timely.

·        USDE staff may not be available to assist with timely reimbursements of TEA drawdowns.

TEA continues to be in communication with USDE regarding these potential impacts and any effect they may have on LEAs.
