New Data Collection Form Required of All Open-Enrollment Charter Schools and State Schools

SUBJECT: New Data Collection Form Required of All Open-Enrollment Charter Schools and State Schools
On February 7, 2014, TEA will open the SC5010—2014–2015 NCLB Data Request Form for Federal Funding and Indirect Cost Rate for Charter Schools in eGrants. Only the following LEAs and state schools must complete the form by April 7, 2014:
• Open-enrollment charter schools
• South Texas ISD
• Windham School District
• Texas Juvenile Justice Department
• Texas School for the Blind and Visually Impaired
• Texas School for the Deaf
In prior years, the SC5010 was used only to determine NCLB eligibility and funding amounts for open-enrollment charter schools and state schools. While the new SC5010 still collects that same data from those LEAs, it now also collects the information TEA uses to determine indirect cost rates for open-enrollment charter schools. (Please note that for state schools, data in the new SC5010 is solely used to determine NCLB funding and eligibility and is not used to determine the indirect cost rate.)
On April 7, 2014, TEA will gather all data submitted through the SC5010 to determine each applicable LEA’s NCLB eligibility and funding, as well as the indirect cost rate for open-enrollment charter schools.
It is critical that all open-enrollment charter schools and state schools submit the SC5010 by April 7, 2014. This deadline will not be extended.
Change in Timeline
In prior years, the SC5010 opened in early March and had an end-of-April deadline. For 2014 and thereafter, the timeline for the new SC5010 will move up one month to allow TEA to meet USDE deadlines in determining and issuing indirect cost rates.
Accessing the SC5010
Logon to eGrants through TEAL and type the individual username and password.
1. From the Application List, select eGrants.
2. Open the dropdown list titled “Available Grant Programs in eGrants.”
3. From the dropdown list, select the entry titled “2014–2015 NCLB Consolidated Federal Grant Application.”
4. Select “2014–2015 NCLB Data Request Form for Federal Funding and Indirect Cost Rate for Charter Schools in eGrants.”

NCLB Portion of the SC5010
The SC5010 commences the NCLB application process. The SC5010 form requests specific categories of actual enrollment data to be reported by the resident public school district as of a particular date in the 2013–2014 school year and no later than April 7, 2014. The LEA is responsible for choosing the date as of which data is being reporting. Projected 2013–2014 enrollment data is unacceptable.
The information submitted on the SC5010 form is binding. No changes will be allowed after the form is submitted. Applicants are advised to ensure data entered has been thoroughly reviewed for accuracy and that auditable documentation is on file to support the data reported.
Indirect Cost Rate Portion of the SC5010
TEA issues indirect cost rates to open-enrollment charter schools for which TEA is the cognizant agency when the open-enrollment charter school submits the SC5010 by the April 7, 2014, deadline.
For open-enrollment charter schools, the indirect cost rate is based on an average of the indirect cost rates of the sending districts reported on the SC5010. The sending district is the independent school district within whose geographical boundaries the students attending the open-enrollment charter school reside.
For state schools, data in the SC5010 is solely used to determine NCLB funding and eligibility and is not used to determine the indirect cost rate.
