Program Evaluation: Teacher Incentive Programs
Executive Order RP 51, signed by Governor Perry in November 2005, authorized the Commissioner of Education to establish a performance-based pay grant program for Texas public school educators. This initiative, the Governor’s Educator Excellence grant program, commenced in August 2006. In addition, the 79th Legislature, 3rd Special Session, passed HB 1, which authorized two additional performance-based pay programs for Texas educators. All three of these programs are the subject of comprehensive evaluations.
Governor's Educator Excellence Grants (GEEG)
GEEG appropriated approximately $10 million in federal funds, which were targeted for 100 campuses with high percentages of economically disadvantaged students and were cited for high achievement (rated exemplary or recognized by TEA) or showed significant improvement in the areas of math and reading (as measured by TEA Comparable Improvement).
Texas Educator Excellence Grant (TEEG)
The TEEG program appropriated approximately $198 million in state funds which are targeted for 2,241 campuses with high percentages of economically disadvantaged students and were cited for high achievement (rate exemplary or recognized by TEA) or showed significant improvement in the areas of math and reading (as measured by TEA Comparable Improvement data).
District Awards for Teacher Excellence (DATE)
DATE is a non-competitive grant that provides funding to support the establishment of district-wide goals and the implementation of a financial awards system designed to: 1) award teachers for positively impacting student achievement, 2) target the district's most in-need campuses to improve teacher quality, and 3) create capacity and sustainability for improved instruction within the district. DATE allows districts the opportunity to create a district-wide incentive plan, create a local incentive award plan targeting specific campuses, or implement the Teacher Advancement Program (TAP), a strategy developed by the Milken Family Foundation.
