Requests to Approve Substitutions of Instructional Materials

STATE BOARD OF EDUCATION: ACTION

SUMMARY:
Two publishers have requested approval for substitutions. Davis Publications, Inc. is requesting to substitute a newer version of its currently adopted Art Level 1, High School product entitled The Visual Experience. Pearson Education, Inc., publishing as Scott Foresman with Learning.com, is requesting to substitute a newer version of its currently adopted instructional materials for Technology Applications, Easy Tech, Spanish edition. These requests for substitutions have been reviewed by the appropriate curriculum subject area specialists and the materials have been found to be suitable substitutions for use in the same classroom as the currently adopted versions.

STATUTORY AUTHORITY: Texas Education Code (TEC), §31.022, and 19 Texas Administrative Code (TAC) §66.75.

PREVIOUS BOARD ACTION: Instructional materials from Davis Publications, Inc. were adopted in November 2004 under Proclamation 2002. Instructional materials from Pearson Education, Inc., publishing as Scott Foresman with Learning.com, were adopted in November 2003 under Proclamation 2001.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: Davis Publications, Inc. published The Visual Experience instructional materials. The State Board of Education (SBOE) adopted these materials in November 2004. Pearson Education, Inc., publishing as Scott Foresman with Learning.com, published Technology Applications, Easy Tech, Spanish edition instructional materials. The SBOE adopted these materials in November 2003.

These requests for substitutions have been reviewed by the appropriate curriculum subject area specialists and the materials were found to be consistent in coverage of the essential knowledge and skills. In addition, they were found to be suitable substitutions for use in the same classrooms along with the currently adopted versions.

FISCAL IMPACT: None.

PUBLIC AND STUDENT BENEFIT: Product substitutions provide updated student and teacher editions.

PROCEDURAL AND REPORTING IMPLICATIONS: Indication of the substituted product(s) will be made in the Educational Materials and Textbooks (EMAT) online system.

PUBLIC COMMENTS: None.

OTHER COMMENTS AND RELATED ISSUES: None.

COMMISSIONER'S RECOMMENDATION: I recommend that the State Board of Education:

Approve the request from Davis Publications, Inc. to substitute a newer version of The Visual Experience instructional materials.

Approve the request from Pearson Education, Inc., publishing as Scott Foresman with Learning.com, to substitute a newer version of Technology Applications, Easy Tech, Spanish edition.
