Eligibility of Migrant Children for Free Lunches & Breakfasts
Effective July 1, 2004, migrant children -- based on their eligibility fo the Migrant Education Program -- are eligible for free meal benefits under the National School Lunch and School Breakfast Programs. The memoranda issued by the United States Department of Agriculture (USDA) to address this issue can be accessed below.
USDA Memorandum Issued July 19, 2004 (PDF, 47KB) - Addresses the establishment of free meal eligibility for certain categories of children, including runaway, homeless and migrant children, and briefly addresses the requirement for documenting a child's status as runaway, homeless or migratory.
USDA Memorandum Issued August 16, 2004 (PDF, 42KB) - Provides additional information on identifying migrant children, procedures for documenting the categorical eligibility of migrant children for free meals and the migrant child's continued eligibility for free meals.
Note: While a child’s eligibility for the Migrant Education Program may end during either term of the school year, the child’s eligibility for free meals remains effective for the remainder of the school year.
