Title I, Part A - Comparability of Services Requirement

    Comparability Training Module - Introduction (pdf)The No Child Left Behind Act of 2001 (NCLB) requires that campuses receiving Title I, Part A funding must receive the same level of services through state and local funds as campuses that are not receiving Title I, Part A funding.  If all campuses in a local educational agency (LEA) are receiving Title I, Part A funds, then the district or charter school must ensure that  state and local funds used to provide services at their Title I, Part A campuses are substantially comparable, taken as a whole, at each Title I campus or that state and local funds used to provide services at their Title I, Part A campuses with higher percentages of low-income students are equal to or greater than the services provided at their Title I, Part A campuses with lower percentages of low-income students.

    Required of All LEAs: Comparability Assurance Document (CAD)

    All LEAs are required to complete and submit the Comparability Assurance Document (CAD), regardless of whether they receive Title I, Part A funding. Refer to the GFFC Reports and Data Collections section below for instruction on how to access and submit the CAD. Refer to these instructions for information on how to complete the CAD.

    The completed CAD must be submitted by November 12, 2013.

    Required of All Non-Exempt LEAs: Comparability Computation Form (CCF)

    The CAD lists the criteria an LEA must meet in order to be exempt from the comparability testing requirement. An LEA that does not meet any of the criteria listed on the CAD must complete and submit the Comparability Computation Form (CCF).  Refer to the GFFC Reports and Data Collections section below for instruction on how to access and submit the CCF. Refer to these instructions for information on how to complete the CCF.

    The completed CCF must be submitted by November 12, 2013.

    GFFC Reports and Data Collections

    Beginning October 15, 2013, LEAs and ESCs will use GFFC Reports and Data Collections to submit all federal fiscal compliance data, including the CAD and CCF.

    GFFC Reports and Data Collections is accessible through TEA's TEASE/TEAL secure application portal.

    How to Request Access to GFFC Reports and Data Collections

    Users who do not yet have a TEASE/TEAL account should visit the TEA Login page and select the Request New User Account link.

    LEA and ESC personnel with a TEASE/TEAL account follow these steps to request access to GFFC Reports and Data Collections:

    1. Log on to TEASE/TEAL. Select the Add/Modify Application Access button near the top right corner of the TEASE Application List screen.
    2. From the dropdown menu, select GFFC Reports and Data Collections. Click Continue.
    3. Select the appropriate role, LEA or ESC, and on the next screen select Send Request.

    The LEA or ESC staff member's access request must be approved by the superintendent or designated official. It takes approximately one week for TEA to process the approved access request.

    How to Download/Upload a Document to GFFC Reports and Data Collections

    1. Log on to TEASE/TEAL.
    2. Select GFFC Reports and Data Collections.
    3. Select Download Response Templates.
    4. Select the appropriate template title (i.e., Comparability Assurance Document; Comparability Computation Form) from the drop-down list.

    Once the document is completed, follow these steps to upload:

    1. Log on to TEASE/TEAL.
    2. Select GFFC Reports and Data Collections.
    3. Select Upload Response Templates.
    4. Select the appropriate template title (i.e., Comparability Assurance Document; Comparability Computation Form) from the drop-down list.
    5. Browse for the file.
    6. Select Upload Document.
