Approval of Question and Answer Document for Proclamation 2011

SUMMARY:
Proclamation 2011 was issued by the State Board of Education (SBOE) in May 2008. Sample materials bid under Proclamation 2011 are due in the regional education service centers and in the Texas Education Agency in spring 2010. On April 30, 2008, staff presented an overview of how recommended state maximum costs for Proclamation 2010 and Proclamation 2011 instructional materials are calculated. On October 29, 2009, staff held an orientation meeting, and publishers were given an opportunity to ask questions. The resulting question and answer document for Proclamation 2011 is presented for board approval.

STATUTORY AUTHORITY: Texas Education Code (TEC) §28.002.

PREVIOUS BOARD ACTION: None.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES:
Following the adoption of instructional materials in November 1999 under Proclamation 1997, the SBOE requested that staff responses to publishers’ questions related to interpretation of Texas Essential Knowledge and Skills (TEKS) be presented to the SBOE for approval. Subsequently, the SBOE has approved staff responses to publishers’ questions beginning with Proclamation 1998.

FISCAL IMPACT: None.

PUBLIC AND STUDENT BENEFIT: The question and answer document for Proclamation 2011 will provide valuable information, if approved by the SBOE, to publishers submitting instructional materials for adoption.

PROCEDURAL AND REPORTING IMPLICATIONS: None.

PUBLIC COMMENTS: None.

ALTERNATIVES: None.

OTHER COMMENTS AND RELATED ISSUES: It is the intent of staff to circulate a draft copy of the responses on the Instructional Materials and Educational Technology website for review and comment by publishers and provide a copy under separate cover to SBOE members prior to the November meeting.

I recommend that the State Board of Education:

Approve the question and answer document for Proclamation 2011.
