Committee of Practitioners
The purpose of the Commitee of Practitioners (COP) is to review any state rules, regulations and policies relating to Title I of the Elementary and Secondary Education Act to ensure they conform to the purposes of Title I. The COP must review and approve each change to said rules, regulations and policies. When an emergency situation demands swift adoption of a rule or regulation to assist with the operation of a Title I program, the Committee of Practitioners may not be able to review the proposed rule or regulation beforehand. In these cases the TEA may issue a regulation without prior consultation and will immediately convene the COP to review the emergency regulation before finalizing it. The committee also conducts a peer review of Individual Programmatic Ed-Flex waiver applications and makes recommendations for approval to the Commissioner or his/her designee, thus functioning as the state’s Ed-Flex committee.
Rules of Governance
The Committee of Practitioners (COP) conducts regular meetings four to six times per calendar year. In addition the Texas Education Agency may call special meetings of the committee as needed. COP members set the meeting schedule on an annual basis. The COP meetings are held at SEDL at 4700 Mueller Blvd. Austin, Texas, in the first floor conference room, from 9:00 am to 3:00 pm.

Statute demands committee membership include:
- as a majority of its members, representatives from local educational agencies;
- administrators, including the administrators of programs described in other parts of Title I;
- teachers, including vocational educators;
- members of local school boards;
- representatives of private school children; and
- pupil services personnel.
The Texas Commissioner of Education appoints COP representatives and ensures representation among the seven membership categories.
The Texas Administrative Code limits advisory committees to state agencies to a maximum of 24 members. Therefore, the Association for Compensatory Educators of Texas (ACET) President is a non-voting member and the representative changes each year in October with the officer cycle of the ACET organization.
In the event of a vacancy, the committee will fill it from Education Service Centers (ESCs) that have not been represented by a committee member in the longest amount of time. In this manner the committee will ensure geographic diversity. Positions that require statewide representation are not included in the ESC region membership. TEA may move regions up in the list when necessary to have representation from the largest LEAs. COP members serve on the committee as long as they remain in the role in which they were selected for the committee or as long as they remain in a statutorily required representative role.
Each state educational agency that receives funds under NCLB, Title I, Part I, Section 1903 is required to create a state Committee of Practitioners to advise the state in carrying out its responsibilities under Title I. The COP membership represents all geographic regions of the state and provides for an equitable balance among representatives of parents, educators and education officials.

Rules of Governance
Section 1903(b) of PL 107-110 defines the purpose and composition of the Committee of Practitioners. The chair of the Committee of Practitioners is the State Director of Title I or his/her designee. The chair presides at meetings of the committee, prepares the agendas for each meeting, and performs other duties as necessary to assist the committee. Each member of the committee has one vote. Members who are absent may send a representative to participate in discussion, but the representatives may only vote in the member’s place if the member gives a written proxy (PDF, 47KB). Ex-officio members may participate in discussion; however, only active members may vote. Committee actions are approved by a majority vote of committee members present during a scheduled meeting.
