Committee of Practitioners
The purpose of this committee shall be to review any state rules, regulations and policies relating to Title I of the Elementary and Secondary Education Act in order to ensure they conform to the purposes of Title I. It is the role of the Committee of Practitioners to “…review, before publication, of any proposed or final State rule or regulation pursuant to this title. In an emergency situation where such rule or regulation must be issued within a very limited time to assist local educational agencies with the operation of the program under this title, the State educational agency may issue a regulation without prior consultation, but shall immediately thereafter convene the State committee of practitioners to review the emergency regulation before issuance in final form.” In addition, the committee conducts a peer review of the Title I School Improvement Program Stage 2 Supplemental Education Services provider applications and makes recommendations to the Commissioner or his/her designee as to which providers should be included on the state’s approved list. The committee also conducts a peer review of Individual Programmatic Ed-Flex waiver applications and makes recommendations for approval to the Commissioner or his/her designee, thus functioning as the state’s Ed-Flex committee.
