2011-2012 NCLB Revised Planning Amounts

Revised planning amounts are available for the federal programs of the 2011-2012 NCLB Consolidated Application for Federal Funding.   Special LEA planning amounts are also now available.  Special LEAs include open-enrollment charter schools, South Texas ISD, Texas School for the Blind and Visually Impaired, and Texas School for the Deaf.  

Local educational agencies (LEAs) may select from two consolidated reports to locate their planning amounts. One report is sorted alphabetically by LEA name and the other is sorted by Educational Service Center Region number and alphabetically by LEA.  The reports are as of July 7, 2011 and are subject to change.  If you have any questions regarding the revised planning amounts, please contact the Division of Formula Funding at 512-463-8525.

Title I, Part A - Additional Information
Additional information is posted below for the Title I, Part A planning amount for the following items related to the Title I School Improvement Program requirements:
• 20 percent of the LEA’s Title I, Part A entitlement that is available for choice-related transportation and supplemental educational services (SES), and
• the maximum per-pupil amount available for SES based on the LEA's Title l, Part A 2009 Census low-income count and the LEA's entitlement

2011-2012 NCLB Applicant Designation and Certification (ADC)
For LEAs that have not commenced the application process, the 2011-2012 NCLB Applicant Designation and Certification (ADC) form is available in eGrants and is populated with the revised planning amount for public school districts or planning amount for special LEAs. The 2011–2012 NCLB ADC form initiates the application process for programs in the 2011–2012 NCLB Consolidated Federal Grant application. Eligible applicants use the ADC form to identify how they will apply in the grant application for each funding source. The information that is submitted on this form is considered to be binding. Applicants are advised to complete the process of obtaining local board approval, as appropriate, and ensuring accuracy before submitting the form. The NCLB ADC form, once certified and submitted by eligible applicants, will activate the 2011–2012 NCLB Consolidated Federal Grant application.

Public school districts which have submitted their 2011-2012 NCLB Consolidated Federal Grant Application based on preliminary planning amounts may adjust budgets and support schedules as appropriate during the negotiation process.

How to Apply
Eligible applicants must apply through the eGrants system. To apply, applicants must have appropriate TEA Secure Environment (TEASE) access. Applicants who do not have TEASE access for eGrants should visit the TEASE Information Center. An overview of the request process can be found at TEASE online. Accessing the NCLB ADC and Grant Application
Applicants may locate the NCLB ADC form through TEASE via eGrants as follows:
1. Open the drop-down list titled “Available Grant Programs in eGrants.”
2. From the drop-down list, select “2011–2012 NCLB Consolidated Federal Grant Application.”
3. On the Grant Menu screen, select “2011-2012 NCLB Applicant Designation and Certification.”

Once the 2011-2012 NCLB Applicant Designation and Certification form is submitted, the 2011-2012 NCLB Consolidated Federal Grant Application will become available.

Deadline to Apply
Eligible applicants must apply through the eGrants system by 5:00 p.m. Central Time, Thursday, September 1, 2011. Applications are effective on the date received in TEA in substantially approvable form, or July 1, 2011, whichever is later.

 Reporting Deadlines
Reporting deadlines for programs approved in the 2011–2012 NCLB Consolidated Federal Grant application are listed below.  LEAs that are awarded grants are responsible for meeting all required deadlines.  Failure to meet deadlines may result in loss of funds and could cause the LEA to be identified as “high risk.”
