Consideration of Development of a Long-Range Plan for Public Education

SUMMARY:
  The committee and board will consider developing a long-range plan for public education.

STATUTORY AUTHORITY:  Texas Education Code (TEC), §7.102(c).

PREVIOUS BOARD ACTION:  The Committee on School Initiatives began reviewing the requirement to produce a long-range plan for public education, as well as past plans, in July 2013 when it received a presentation on the Long-Range Plan for Technology, 2006-2010. During the January 2014 board meeting, the committee heard about long-term issues facing Texas public schools from representatives of the Texas High Performance Schools Consortium and from a six-member panel representing the state’s Education Service Centers. The committee has discussed whether to pursue the creation of a long-range plan during the April and July 2014 meetings.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: The State Board of Education is charged by statute to develop a long-range plan for Texas public schools. This item allows for consideration of whether the development of such a plan should be undertaken, and, if so, the process and methodology that should be employed, as well as the time frame within which development of the plan should occur.

FISCAL IMPACT:  The fiscal impact cannot be assessed until the board determines a course of action.

PUBLIC AND STUDENT BENEFIT:  Establishing long-term goals can help focus the direction of public schools and establish priorities, which can benefit the general public and students.

PROCEDURAL AND REPORTING IMPLICATIONS:  If approved, a long-range plan for education will be produced and posted on the Texas Education Agency website.
