Accountability Monitoring

 

A major responsibility of the Program Monitoring and Interventions (PMI) Division is to implement the requirements of Texas Education Code (TEC), Chapter 39, Subchapter E, Accreditation Interventions and Sanctions. The division uses data from the Performance Reporting Division to identify campuses and local education agencies (LEAs) with performance concerns for accountability monitoring intervention activities.

State Accountability Interventions

The divisionintervenes with LEAs and campuses that earn a rating of Improvement Required (IR) through the State Accountability System. These LEAs and campuses engage in improvement planning and continuous monitoring through the Texas Accountability Intervention System (TAIS). Campuses continue engagement in the TAIS the first year they earn a Met Standard state accountability rating, after being identified as IR

 In addition to improvement planning through TAIS, the division increases interventions with the LEAs based on duration of performance concerns through

  • Reconstitution planning and implementation,
  • Hearings,
  • Increased interaction with TEA support specialists, and
  • Assignment of monitor, conservator, or management team.

Federal Requirements

The state of Texas secured a conditional waiver from the U.S. Department of Education for specific provisions of the Elementary and Secondary Education Act (ESEA), commonly known as the No Child Left Behind (NCLB) Act of 2001. Under the waiver, campuses are identified as either Priority or Focus according to Principle 2: State-Developed Differentiated Recognition, Accountability, and Support. TAIS and Intervention Activities

TAIS is the aligned intervention process for both state and federal accountability requirements. This system is a research-based school improvement process that is aligned to critical success factors and combines 

  • data analysis,
  • needs assessment,
  • improvement planning, and
  • continuous monitoring. 

Intervention Guidance and Resources are available to assist LEAs and campuses in conducting the required intervention activities.
