Estimated Impact of Proposed Change in ASATR Calculation

The TEA has proposed a rule governing the calculation of Additional State Aid for Tax Reduction (ASATR) (19 Texas Administrative Code, Chapter 61, School Districts, Subchapter AA, Commissioner's Rules on School Finance, §61.1011 Additional State Aid for Tax Reduction). Beginning in the 2013–2014 school year, the proposed rule would adjust the adjusted minimum revenue for each Chapter 41 district by the difference between the district's current year transportation allotment and its 2009–2010 transportation allotment (for Chapter 42 districts, this adjustment appears on line 8 of the ASATR detail report). This table (PDF, 142 KB) shows the estimated impact that the change in the calculation of adjusted minimum revenue would have on Chapter 41 districts.
